When you have been wronged
Allah does not like that the evil should be uttered in public except by him who has been wronged. And Allah is Ever All-Hearer, All-Knower.
[Qur'aan 4:148]
قال القاسمي: الآية صريحة في أنه يجوز للمظلوم أن يتكلم بالكلام الذي هو من السوء في جانب من ظلمه، ويؤيده الحديث الذي رواه الإمام أحمد، وأبو داود، والنسائي، وابن ماجه، والحاكم، عن الشريد بن سويد عن رسول الله صلى الله عليه وسلم أنه قال: لَيُّ الواجد يحل عرضه، وعقوبته
Al-Qaasimi said: The Verse is explicit in stating that it is permissible for the one who is wronged to speak evil regarding the one who wronged him/her. The following Hadith also strengthens this meaning:
It was narrated from 'Amr bin Ash-Sharid, that his father said:
"The Messenger of Allah said: 'if one who can afford it delay repayment, his honor and punishment become permissible."'
[Sunan Al-Nasaa'i Hadith No. 4689]
Narrated Ash-Sharid:
The Prophet (ﷺ) said: Delay in payment on the part of one who possesses means makes it lawful to dishonor and punish him. Ibn al-Mubarak said that "dishonor" means that he may be spoken to roughly and "punish" means he may be imprisoned for it.
[Sunan Abi Dawud Hadith No. 3628]
It was narrated from 'Amr bin Sharid that his father said that the Messenger of Allah (ﷺ) said:
“If one who can afford it delays repayment, his honor and punishment become permissible.”
[Sunan Ibn Maajah Hadith No. 2427]
Based on this Verse, if someone is wronged, it is permissible for him to inform others of the wrong that was done to him. Additionally, under normal circumstances one cannot supplicate against someone, but if one has been wronged, then according to a group of scholars it becomes permissible to supplicate against such a person based on this Verse.
